Politics and Administration in the Hittite Empire

This book examines politics and administration in the Hittite Empire. The phrase "politics and administration" in its title emphasizes the intertwined nature of the two words. As can be seen in the literature on the subject, debates continue as to whether politics and administration are separated from one another in modern capitalist political structures due to the influence of specialized bureaucratic structures. In contrast, the relationship in pre-modern political structures is clearer, and administration is not a separate organization from politics. Both structures are inherently interconnected.
We examined the fundamental elements of politics and administration in the Hittite State, a pre-modern political structure, by following the three words expressed in the subheading: "directive," "oath," and "loyalty." It is important to note that the directive texts used in this study are not limited to Hittite politics but also include "edicts," "testaments," "agreement texts," "annuals," and various other document groups related to the subject. The primary emphasis in "directives" is "oath," and the oath is a means by which rulers ensure "loyalty" to the crown.
